Role Overview
The Health, Safety & Environmental (HSE) Specialist II is responsible for supporting and strengthening the organization’s health, safety, and environmental programs across manufacturing and operational facilities. This role serves as a hands-on resource to employees, supervisors, managers, and leadership by helping ensure compliance with applicable regulations, company policies, and established safety standards.

The HSE Specialist II conducts routine inspections and assessments, supports incident investigations, identifies and helps mitigate workplace hazards, and partners with operations to drive corrective actions and continuous improvement. The role also contributes to employee training, safety awareness, environmental compliance, and the development and implementation of HSE programs.

This position requires a proactive, visible presence within the workplace and the ability to build strong relationships while holding teams accountable to safety and environmental expectations. The Specialist II is expected to work independently on day-to-day HSE activities and use sound judgment to identify when issues require escalation or additional support.

Work Environment: Palmer, MA; Onsite

Key Responsibilities

Conduct routine workplace inspections, safety observations, and hazard assessments to identify unsafe conditions, behaviors, and potential environmental concerns.
Partner with manufacturing, operations, facilities, and other departments to develop and implement effective corrective and preventive actions.
Support investigations of workplace incidents, injuries, near misses, property damage, and environmental events; identify root causes and track corrective actions through completion.
Monitor compliance with applicable federal, state, and local HSE regulations, as well as company policies, procedures, and standards.
Support OSHA compliance activities, including recordkeeping, reporting, inspections, and implementation of required programs and controls.
Assist with maintaining and improving HSE policies, procedures, programs, and documentation.
Deliver or coordinate safety training and employee awareness activities, including new-hire orientation, required regulatory training, and job-specific safety topics.
Provide coaching and guidance to supervisors and employees regarding safe work practices, hazard recognition, PPE, emergency procedures, and other HSE requirements.
Participate in risk assessments, job hazard analyses (JHAs), and other proactive processes designed to prevent workplace incidents.
Support emergency preparedness activities, including drills, response procedures, and coordination with emergency response teams.
Assist with environmental compliance activities, including waste management, hazardous materials, chemical management, inspections, and required documentation.
Monitor safety and environmental performance metrics and assist with identifying trends, recurring issues, and opportunities for improvement.
Conduct follow-up activities to verify corrective actions are effectively implemented and sustained.
Maintain accurate HSE records, reports, training documentation, inspection findings, and other required documentation.
Participate in internal and external audits, regulatory inspections, and other compliance activities as needed.
Work closely with supervisors and managers to reinforce consistent application of HSE expectations across facilities and departments.
Promote a proactive safety culture by encouraging employee engagement, reporting of hazards and near misses, and shared accountability for workplace safety.
Support continuous improvement initiatives that enhance employee safety, environmental performance, operational efficiency, and product quality.
Stay current on relevant regulatory requirements, industry practices, and emerging HSE risks.
Perform other HSE-related duties and projects as assigned.

Critical Competencies for Success

Safety & Environmental Expertise

Working knowledge of OSHA regulations, workplace safety principles, and applicable environmental requirements.
Understanding of hazard identification, risk assessment, incident investigation, and corrective action processes.
Ability to interpret regulatory requirements and translate them into practical workplace expectations.
Knowledge of manufacturing and industrial safety practices, including PPE, machine safety, ergonomics, hazardous materials, emergency preparedness, and safe work procedures.

Communication & Collaboration

Strong verbal and written communication skills with the ability to communicate effectively with employees at all organizational levels.
Ability to build trust and credibility while maintaining appropriate accountability for HSE requirements.
Strong interpersonal skills and the ability to influence safe behaviors without relying solely on authority.
Comfortable facilitating training, leading discussions, and communicating expectations to both hourly employees and leadership.

Strong analytical and problem-solving skills with the ability to identify root causes and develop practical solutions.
Ability to recognize potential risks and take appropriate action before an incident occurs.
Demonstrates sound judgment when determining when issues can be resolved independently and when escalation is required.
Able to balance regulatory compliance, employee safety, operational needs, and business objectives.
